Restrictions on entry to Estonia
According to UNAIDS and the US Department of State, Estonia does not have any HIV-related restrictions on entry.
Nothing in the list of documents required to request a visa, available on the website of the Embassy of Estonia in Washington DC, suggest an HIV related restriction on entry.
Restrictions on short-term stay in Estonia
We found no evidence of any official restrictions on short-term stay in Estonia based on HIV status.

The National Police website has a list of supporting documents that should be included with short term residence application and none of those documents makes reference to HIV or the general health of the applicant.
Restrictions on long-term stay in Estonia

Treatment access in Estonia
The following summarises available information on access to healthcare for people living with HIV in Estonia. There is no evidence that non-nationals are restricted from accessing treatment in the same way as nationals.
According to the official government website, antiretroviral treatment and medicines are free of charge for people living and working in Estonia even if you don’t have health insurance. In order to start or continue your ARV treatment, you must make an appointment with an infectious disease doctor or ask for a referral from the HIV counselling and test centre upon receiving the test result. If you have received the treatment before, take the information on your earlier treatment in your country with you to the infectious disease doctor’s appointment.
From March 2022, all services funded by the National Institute for Health Development targeting people affected by HIV are also open to war refugees.
According to AHF Estonia access to free HIV testing and antiretrovirals is limited in Estonia, particularly in regions outside the capital city, Tallinn. The lack of availability and high prices of condoms make it difficult to use as an HIV prevention method.
